Village / Town Committee

Grassroots

Formation

20 primary members enrolled in a village/town with at least one active member.

Composition

1 President, 1 Secretary, 5 Members.

Meetings

Once a week or every fortnight to decide about activities.

Block / Tehsil Committee

Block Level

Formation

Primary units of the party formed in at least 5% of the villages of the block/tehsil.

Composition

1 President, 1 Secretary, 1 Treasurer, 4 Members.

Meetings

At least once a month. A yearly meeting of all primary members of the block/tehsil should be organised.

District Committee

District Level

Formation

At least two block/tehsil committees formed in the district. Metro cities or cities with a municipal corporation may be deemed as a separate district.

Composition

1 President, 1 Secretary, 1 Treasurer, 21 Members.

Meetings

At least once in two months. One yearly convention of all members to chalk out party activities.

State Committee

State Level

Formation

At least five district committees formed in the state.

Composition

1 President, 3 Vice-Presidents, 1 General Secretary, 3 Secretaries, 1 Treasurer, 31 Members.

Meetings

Once in three months. Yearly convention of members of district committees. Office bearers elected at the yearly convention.

The state committee has the power to appoint ad hoc district committees where the party structure does not exist. It can print receipt books for collecting funds and enrollment of members, keep proper accounts, and pay the central office its share.

National Council

National — Apex

Formation

Three members elected by every properly constituted district. Total membership equals 5% of the party's total membership.

Composition

Elected members from all districts. Elects 1 President, 3 General Secretaries, and 51 members of the National Committee.

Meetings

Once in two years. A special meeting can be convened if decided by the National Committee.

The apex body of the party. Only the National Council can effect amendments to the constitution or decide about dissolution or merger of the party. Appoints a Discipline Committee of 3–5 members.

National Committee

National — Executive

Formation

Elected by the National Council.

Composition

1 President, 5 Vice-Presidents, 3 General Secretaries, 1 Treasurer, 51 Members.

Meetings

Once in six months.

Responsible for implementing decisions of the National Council; running the central office; constituting a Parliamentary Board (President + General Secretary + 7–9 members) for candidate selection; distributing funds between committees; framing election rules at all levels; managing bank accounts and party property; and dealing with the Election Commission of India.

Discipline Committee

Oversight

Formation

Appointed by the National Council.

Composition

3 to 5 members.

Meetings

As required.

Deals with matters of indiscipline. An appeal against its decision can be referred to the National Committee.

Responsibilities & Powers of the National Committee

    Implement the decisions and programmes as decided by the National Committee and the National Council.

    Constitute a Parliamentary Board (President + General Secretary + 7–9 members) responsible for selection of candidates for state legislatures, parliament, and related matters.

    Decide about fund distribution between different committees of the party.

    Make arrangements for the running of the central office.

  • 5

    Frame rules including about elections at all levels in the party.

  • 6

    Arrange the opening and operation of bank accounts and acquire and hold property.

  • 7

    Deal with the Election Commission of India regarding party registration and submit a copy of IT returns within sixty days after expiry of the financial year.
